Legislative Alert - End of Session - May 4 2021

Senate 389 - making changes to Indiana Law regarding wetlands - was passed by both the House and the Senate.  House Bill 1190 - making changes to Indiana Law regarding overweight truck permits - was also passed by both the House and the Senate.  Both Bills were signed into Law by the Governor on April 29, 2021.  The General Assembly has subsequently concluded its regular session for 2021.  It is expected that there will be a special session to be held in September to address redistricting of Legislative and Congressional seats, to go into effect for the 2022 Election.

Legislative Alert - April 24, 2021 - the Session Is Over

he Legislation Session is over!!!!! They will return for a day to work on Technical Issues and also will be back in Sept to work on redistricting the state. Of course, there will be Study Committees later in the fall.
Our work is not done as two bills we have been following have been sent to the Governor for his action.  If you want to see veto of either or both of the bills, please call or email the Governor with your thoughts.

It is my hope that both of these bills will be vetoed.  There needs to be more study before either of these bills should become law.

Both of these bills died either in Committee or in Session--This is very good news as both of these bills would have taken away a portion of local control.

Legislative Alerts - April 10, 2021

Senate Bill 389
This bill has been amended so please read carefully.  If you have any concerns on the bill, please call/email Your Rep before 11 am on Monday Morning.  The House will convene at 11 am on Monday and this bill is scheduled for Second Reading.  As this is Second Reading, another amendment could be added either good or bad.  Please explain how important it is to protect our state wetlands. Wetlands should be in the interest of both parties.  We all live on this planet.
Senate Bill 271
Bill has been returned to Senate with amendments. 
House Bill 1123
Bill went to Conference Committee.  Bill has been signed by Speaker of the House, Senator Pro Tempore, and President of the Senate.
House Bill 1381
Bill has been amended.  Please read the amendments.  I still can not support this bill.  Bill will be on Second Reading in Senate on Monday.  Senate Convenes at 1:30.  More changes could be made.  We do not want to lose any local control. Please call your Senator with your thoughts.
House Bill 1337
Bill is still in Committee!  I hope it means the bill is dead. However, there is always a chance that some of the language could be added to another bill.  In researching it does appear that there might be some issues but strange actions do happen.
House Bill 1190
This bill on overweight trucks has been amended-reports, reports, reports.  The Legislators want a running account over the next few years of how many accidents, injuries and deaths from the trucks or so that was my thougt when reading. Each one of those stats is a person and family affected. I certainly hope there is no increase in accidents. Bill will be on Third Reading on Monday so still time to call your Senator and ask him/her to vote no.

Legislative Alerts - April 18, 2021

The Legislative Session is almost over!!!!! Spring is here!! That made my week better, however, we are still dealing with Senate Bill 389.  Please take time to call or email the Governor and ask him to veto this bill. It was a terrible bill and then after some amendment the bill improved.  Then came more amendments and we are going to lose so many of our wetlands if this bill is NOT vetoed.   Please read the latest version of the bill!
Senate Concurred with House Amendments. 
Governor Vetoed the Bill, however the veto was overridden by both the House and the Senate.  Also interesting to check the roll calls on this bill.
It appears this bill died in Committee.  I have not seen the language in any other bill but they are still in session.  I hope they learned how important local control is to the people of this state.
House Bill 1381
I did not see any action on this bill since 4/12. Please check with your Senator on this bill.   We do not need the loss of local control on this bill either.

Senate Bill 389
Bill is in Committee and I expect the Committee will meet this coming week. However it is not scheduled at this time. 
Senate Bill 271
Bill passed in Ways and Means Committee  However the the Calendar for the House is not online for Monday. Should be listed for Second Reading this week.
House Bill 1123
House Dissented from Senate Amendments  Bill will go to Conference Committee.  Should be very interesting Committee Meeting.
House Bill 1381
I watched the 3 hour meeting online today.  Very Interesting Meeting.  They did add an amendment at the start of the meeting. Of course those who came to testify had not read the amendment so it was hard for many of them to speak to all the issues.  The amendment was added to help retain local control.  It is not on the website yet so I have not read it.   Several Senators were very concerned about the local control issue.  There were some very good questions asked by speakers.  They were assured if bill passed Committee their questions would be addressed on Second Reading.   We shall see as the bill did pass Committee.  The bill will now go before the Tax and Fiscal Committee. 
House Bill 1337
Bill is still in Committee- I suspect that local control is the issue.  Please contact your Senator to let them know you do not want ANY local control taken away by the State.
House Bill 1190
I also listened to the Committee Hearing on this bill.   Chr. said they had received many comments on this bill. I thought at one point they might kill the bill in Committee but did not. Then a Senator mentioned maybe sending to summer study committee but that did not happen either.  That debate went on and on.  Still in Committee and will be heard on April 6th @ 10:30. You still have time to make comments on this bill.
